run: ethtool eth0
run: ethtool -t eth0
run: dmesg 

look through the dmesg logs and your system logs. It could be something as 
simple as failing hardware such as a bad cable or NIC.

What about other network issues, do you have any problems communicating with 
other systems on the LAN? Does the problem seemed to be tied to the browser 
as you imply?
