Yea it does look like they are spearheading it. Though it lists a whole bunch of companies that I believe will be doing the hardware side of the interaction. Like having Motorola implement it on their phones.

It sounds kind of more like Adobe IS the open screen project, from first glance:

Looks pretty cool basically a large number of companies are getting together to create a consistent open standard for cross device media. My understanding is to get it to a point where smartphones, normal phones, computers and tv's can all process a standard form. Also the big thing for me is the opening of flash, maybe I can get a good flash player for my slackware box now.
