I believe UTA stands for the Utah Taxpayer's Association.  They have
been actively antagonistic on UTOPIA for as long as I can remember,
although exactly who the UTA is and how they get their lobbying money
and who exactly they represent and why they are so opposed to UTOPIA is
unknown to me.
