Have you edited /etc/xinetd.d/SOME_FILE and turned on CVS pserver? 
Replace SOME_FILE with the filename that controls the CVS pserver. It's 
possibly you may need to create the file in /etc/xinetd.d, but there 
should be lots of other examples in there for you to start with.

Once you find the right file, just turn it on by setting "disable = no" 
instead of "disable = yes".
