This doesn't make sense to me. The standard time to install is 5
days. I've never seen a backlog longer than 10. I suspect they were
looking at proposed release schedules rather than actual installation
dates.

There is complicated reason for this. The short version is, we've
been asked not to advertise it by UTOPIA until RUS funding is back on
track, mostly because they are concerned that the current skeleton
crew wouldn't be able to handle the demand.
And we haven't directly marketed to existing users for an upgrade yet
because we're still in soft launch and closely watching the impact the
speed boost has on our network. Selling a DS3 for $50 is a hell of a
tricky prospect.
