Well I would have thought that the member city governments would want to
promote this amazing new service for the city they're providing.  There
seems to be lots of positive spin they could put on this.  Maybe member
city councils aren't that committed to UTOPIA?  I would have thought
they would be after having gone through the qwest/comcast
propaganda/lobbying gauntlet and all the other hype a few years ago.
That kind of opposition ought to have solidified commitment.
