[sllug-members]: Bad UTOPIA news - let's do something about it

This problem is to be expected, most municipal projects advertise
themselves, when roads are build we all just see the roads.  I think that
the question of marketing is a big who, who should be marketing it?

As a municipal project I imagine that we not only have the right, but also a
bit of responsibility to advertise on it's behalf, is anyone willing to
spearhead this?
