If you mean XMission when you say "big" ISP, then I suppose you are 
right.  My understanding is that most other isp's are backing this bill 
because it makes it more difficult for their customers to share their 
connection with their neighbors.  I believe it was mostly the work of 
constituents of Representative Daw that stopped this bill.
