Libraries usually have open areas in which you wouldn't want to look up stuff like that because someone could walk by.  Sometimes it happens, but I'm sure it's not likely to be a widespread thing.

Parent's need to control a child's access to any wifi.  Filters just don't work well enough.  However we don't need legislation for it.
