Their parents.  Or maybe the fact that kids shouldn't be given Wi-Fi
capable laptops (or other devices: iPhones, iTouches, other
smartphones, etc.) unless they've demonstrated their trustworthiness
to their parents.

If the legislature really feels the need to act, how about producing a
"The dangers of Wi-Fi devices for minors" pamphlet to explain why
giving a child an unlocked Wi-Fi device is a bad idea?  It could even
include instructions on how to recognize a Wi-Fi device.

Such a solution would almost certainly cost less and be at least
equally and probably more effective than the almost certainly futile
attempt to enforce security on every Wi-Fi network in the state.
