You have very clearly ruled out any problems locally on the server.
Your current problem has nothing to do with iptables.  You have proved
that SSH works.  

Your problem lies outside the server, and with your firewall.  Since you
listed your public IP, I can check the connection from the outside
myself.  The ssh connection on port 3022 works as expected, of course I
can't authenticate, but it does connect.

You simply can't connect to the public IP from inside and still have the
port forwarding work, just as Knight suggested.
