You're fine to ask questions and get some advice and help, but your attitude
just comes off as borderline troll.

If you and your friend are so against Utopia and he is genuinely not
receiving service, he's under no obligation to continue to pay for something
he's not receiving.

Try talking to the ISP. Find other people in the area using the service to
complain too. Organize a mass cancellation, or something. It's your ISPs job
to pressure the UTOPIA folks, and its the customers job (though money or
complaints) to make sure the ISP is doing that.

If the ISP is failing to provide quality service, whether or not it's their
fault directly or because they're not pressuring Utopia to get the problem
fixed, perhaps its time to find a new ISP. Ah, the beauties of Capitalism.

People aren't behind Utopia because its an instant, perfect, fix-all
solution that never has any problems or downtime. They're behind it because
it is an important step towards creating an infrastructure that IS the
perfect, fix-all solution. Many European countries have been working on this
for years - and what have we been doing? Patching holes in a 50 year old
voice telephone system.

Telecommuncations companies providing services to residential customers are
rarely using cables they put in the ground themselves. They've been bought
from the others, put there by the government, or they're leased from the
TelCo. This the same thing - just a bigger, badder cable with more
potential.
