I have a friend who's on the *cough* UTOPIA network. For two months he 
and his neighbourhood has been without connectivity because of a broken 
switch. ISPs can't do anything about it. It's a known problem, but 
there's no resolution in sight.

Is he just screwed with no phones or 'Net connectivity until some 
bureaucrats shuffle their paper in just the right fashion?

I'll leave off my rant about how stupid it is to pretend fibre is 
"infrastructure" and leave it to the government to administer. Even my 
worst experience with Qwest was a week and a half wait.
