Voting against incumbents is *never* a bad idea in my mind when it
comes to local/state politics.  I find that it usually works well at
the federal level too, but I don't always follow it on the federal
level, but I digress.

Putting signs that say "Vote for the Opponent" where Opponent = "newly
running person" can work.  People who don't agree with that the
citizens want should be removed.  Period.  That's democracy.
