[sllug-members]: Qwest and static IP addresses

So, I just purchased a static IP address from Qwest that went into
effect today.  It's $5 / mo extra which is okay I guess.  But what I'm
wondering about is why Qwest charges a $25 activation fee for the
address (more for larger blocks)?  It was an automated system that put
the address in effect.  I spoke with no person.  So what is worth $25?

Not a technical question, just an annoyed rant. :)
