I'll hold off on the mocking for the time being...

If it's not firewall and it IS listening (I usually test that by
telnetting to the machine on the port and trying to fake some commands),
then it has to be a configuration in the CVS server itself.  Maybe it
will only allow you to login from localhost, not from another machine.

Last thought: hosts.allow?  hosts.deny?  Since you're using xinetd, you
are subject to those, and if you've got something about ALL: deny, then
you can see something like this.

But sadly, I'm at the end of my rope with this one because I don't use
CVS.  This is just how I test all misbehaving servers.
