[sllug-members]: [ot]UTOPIA related bill -- help wanted

My representative needs some help reviewing a bill.  He is supposed to 
vote on it tomorrow and he got it today.  It is related to UTOPIA so I 
thought I might find some help here(I've contacted UTOPIA specific lists 
as well).  The bill can be found here:
