I'll comment here on AT&T which you haven't listed probably because they are
bigger and have more headaches, but I'd say the consideration is worth it
when you consider the one issue with all of the others, bandwidth limits.

If you're not concerned with doing large amounts (over 100GB/month)  of data
transfer, then ignore what I say.  But AT&T doesn't have any limits and will
not charge you if you go over the bandwidth limit.

XMission is a great company and I would recommend them over anyone else if
you are looking for good, reliable, basic service.  If you are looking to
host web sites or email or anything, they're great to work with.

Mstar I've not worked with nor heard anything good or bad about it.

I would also recommend looking at the plug.org mailing lists too as there
has been a grand discussion recently over there...
