The Fedora 7 virt-manager and virt-install tools only work (without extra 
effort that is) with Fedora 7 installation source.

You can use a DVD ISO image or a DVD (that is mounted).  You can copy the 
contents of the DVD (or ISO image) to a directory and use that.
