Running off-site backups would be a legal reason. I am sure there are 
1,562.3  "legal" reasons for downloading that much data. Perhaps he is 
polygamous and has 300 family members in his house. I have heard that 
polygamy is not legal anymore in Utah, but that is a whole different 
legal issue. 

I believe comcast only allows like 5 computers to be hooked up to there 
network, but you can setup a system that will NAT or PROXY to hundreds 
of other computers, and they cant legally put stipulations on that, can 
they? Perhaps they can deny service to computers that are on LANs.

I agree that some people are bandwidth hogs when they really don't need 
to be, but  wouldn't it be really cool to have competitive services 
available for the needs of such people? How do you push monopolies into 
generating such services. Sympathizing with them when they kick someone 
off the network for 12 months, this not a valid answer to the problem. 
They should set some boundaries and offer a _reasonable_ alternative 
solution.
