Depends on the DVI ports, but to my knowledge, VGA is VGA. A friend of
mine runs his Mac Mini connected via DVI to a 27" 720P LCD TV, so it IS
possible, though I don't know how TV model-specific that may be. It
works well for him.
As for the picture being nicer, it depends on the media being played.
What I mean is if it's a 640x480 or higher-res video, it should look
good, but a 320x240 TV rip may look like utter crap.
