Not to my knowledge.  ALSA has an OSS-compatibility layer in it, but
that's the closest thing to a dependency.

Some hardware is supported in one but not the other.  Usually newer
hardware is supported in ALSA and old/outdated hardware is supported in
OSS.  That's generally why they give you the choice.
