Then let me clarify my previous statement: UTOPIA does not put a limit,
they impose a quota, and any usage beyond that quota incurs additional
fees. They may tell you it is the provider charging for usage over that
bandwidth, but they're charging the provider for the increased usage as
well, so XMission for example is just passing on the extra fee they have
to pay to UTOPIA when a user goes over the quota on their account.
The charge is not levied on the customer by UTOPIA, it is levied on the
ISP by UTOPIA, who has at its discretion to charge the user or to eat the
extra cost by building the average overage fees into the base service
cost. I for one don't blame an ISP who passes on the charges that they
have to pay to the person who caused them to get charged, rather than
passing them to all of us.
Even with that quota, I am quite sure that UTOPIA will never disconnect
you for using more than they expected you to use. They'll just charge your
ISP more for the extra bandwidth you use, and your ISP may in turn charge
you more.
