Hunt and peck if it is Windows or let the other person do the typing.
If it is Linux/BSD, then setxkbmap does the trick.

Most of us leave their qwerty keyboards unmolested as it is
easier/better/etc. to learn to touch-type the Dvorak layout.

Yes, but they can be expensive. It is cheaper to buy a relabeling kit
or not bother with it at all.
