It looks like joining without committing city dollar is possible. 
Farmington is looking at joining that way.  Of course they are down the 
food chain and fiber goes to undeveloped but planned areas.

I didn't know you could do that.  Might be something I'll suggest for 
West Jordan.  At least getting some of your foot in the door and letting 
them see just how good it is for the city would encourage a bond and 
rolling it out city wide.  Educating the city is a good thing :D
