This is all true. One other thing to keep in mind is that Qwest has been
deploying remote DSLAMs so that areas which are quite far from the CO
can get DSL as well. In that scenario, your POTS lines are routed
through the remote DSLAM before trekking back to the CO so that the
total distance the DSL has to traverse is kept to a minimum. I have not
heard of any CLECs doing that and I can't see how it would be possible.
