Answering hypothetically,

I suppose one could beg a complete 'find -ls' run by root, from the root
directory, on some other Debian - Etch system, then write a script to
parse the file and perform appropriate chmods for each file. At least it
would catch all the main stuff, Then finish off the /home, /var,
/usr/local, /tmp (if req'd) by hand.

While I don't think I need harp on the proper/appropriate use of root, I
might point out that there are exceptionally few cases where 777 is
appropriate in the first place, let alone the use of -R with it. I'll
also note that one should avoid cd'ing to the root directory let alone
executing any commands there.
