Interesting. I hadn't realized nobody lived there. My suspicion is that
because they have an ISO assigned country code, they automatically
received a CC top level domain. That doesn't necessarily mean that
anybody is using it. But look at Tuvalu and you'll see that just because
someone doesn't live in the country, doesn't mean they can't register a
domain there.
The SOA for um. is venera.isi.edu, which is the Information Sciences
Institute at USC. The serial number is 2000120103. Based on that, I
would guess that the domain is largely (if not completely) unused.
You could perhaps write to the hostmaster, us-domain at isi.edu, and see if
they might answer your question.
