If you're trying to read files from a CD, and already have drivers and a
device node, mount is what you want.  What command line are you using, and
what happens when you run it?

If you don't have the device yet, what do you mean "external"?  SCSI?  USB?

If you're trying to write/burn, you probably want cdrecord/mkisofs, not
mount.
