It's in the util-linux source distribution.

rescuept is in util-linux-2.12r/rescuept/rescuept.c
Accroding to the readme you may have better luck with another utility.

Since I don't much want to copy the whole readme I have attatched it.

fixdisktable and gpart look more promising as solutions to your
problem, but you should look at the readme all the same.
