Ok, last response from me for a bit, I'm leaving after I type this :D
To see how fast it actually was, I emerged a kernel. Here's the result:
>>> Downloading 'http://gentoo.cs.utah.edu/distfiles/linux-2.6.17.tar.bz2'
--20:24:43-- http://gentoo.cs.utah.edu/distfiles/linux-2.6.17.tar.bz2
=> `/usr/portage/distfiles/linux-2.6.17.tar.bz2'

57.59K/s where typically there I see (from gentoo.org or from
kernel.org) around 750K/s
I'm running Comcast, so I don't know if that has anything to do with
it. Once that emerged finished, I did a wget from kernel.org for
2.6.17 and got:
771.23K/s
